It might be.
Those messages have 'next part' separator headers and TB will probably
ignore those with the %headers macro.
Nevertheless, exporting it as unix box should enable you to export,
edit and import the message.
You mentioned that you can't edit the file when exported as unix box,
I tried to edit it with notepad and you're right when you try it thus,
but editing it with edit.com does what it's supposed to do and so does
the freeware text editor 'edxor' (http://freezip.cjb.net/freeware/)

Nopte that I imported the message via the menu and not via the
commandline, but that shouldn't make any difference.
