With HP that *used* to be the case for us, until we started paying for 
carepacks on all our hardware. Then, no-joke, I've turned in a couple hundred 
support tickets over the last two years, and aside from the cases where we 
*wanted* "extreme levels of diagnostics to figure out wtf was up", I can count 
on one hand the number of times I've had a rep really fight me on it.

As with all things vendor-related, your mileage can and will probably vary, but 
that purchasing of carepacks was, for us, a sea-change moment in the level of 
care we got, and is part of why we now have a policy-requirement to have a 
current carepack on any hardware in the data-center. :-)
