With HP that *used* to be the case for us, until we started paying for carepacks on all our hardware. Then, no-joke, I've turned in a couple hundred support tickets over the last two years, and aside from the cases where we *wanted* "extreme levels of diagnostics to figure out wtf was up", I can count on one hand the number of times I've had a rep really fight me on it.
