Some shops use a soldering iron or other method to remove plastic strips from the bottom of some PCB carrier trays. I find that MUCH more of a problem than this.
While I have always replaced the plastic brackets I don't see any realist purpose for them.
I think someone is trying to stir something up.

I realize the importance of it for "shipping" purposes from the factory to the retailer and on down but this seems a little extreme.
They also say that it is NLA. So if I'm on the hook for this, maybe someone can supply a part number so I can maybe come up with one somewhere.
