For Cygwin, I have been using using the following commands during
postinstall

    unset MFINPUTS TEXINPUTS TEXMF TEXMFCNF TFMFONTS VARTEXFONTS

    texconfig rehash
    texconfig confall
    texconfig rehash
    texconfig init

    # default dvips output to file
    texconfig dvips printcmd -

to create the initial formats.  Can these just be replaced by
texconfig-sys, and will that then update as before to the main tree?

(I'll test with .12 if I get the chance.)
