I have never heard of such an issue with SourceForge. Having it blocked by
an academic IT department is stranger yet, given how many projects on it
began as theses.

If I were you, I would complain to the dean about the block, as a severe
interruption of study. If you want, I can point you to many projects that
are directly sponsored by academia.
