That's not a denial email. It's just telling you they received your request, and will consider it. But they aren't telling you any timeframe for when they might enact a change, nor that they will notify you if they do enact a change. The do say that a change made by Lightspeed may take up to 24 hours to reach your network once it is made.
I think you are better served by talking directly to the local admin instead of the firewall/filtering vendor.
