One more thought. I cannot confirm it as true because I made the change before the suggestion was reported.
In the latest round of Hotmail changes it is suggested by some that it helps to select in the Hotmail Web interface that your Hotmail account should open at the Inbox for the account. I believe the default is at some form of "home" page rather than the Inbox.
