My problems accessing a permalink from an Outlook email hyperlink is limited to a TiddlyWiki saved on the local file system. So a hyperlink to http://myTW.html#Item1 will open the TW with the Item1 tiddler being displayed. A hyperlink to file:///c:/myTW.html#Item1 will open the TW with the default tiddler(s) being displayed.
