Your choices show the magnitude of the problem. hta files only work with 
IE. TWexe is quite possibly dangerous and wouldn't be allowed on secured 
systems. Bob requires users to understand launching program "A" before 
using "B" and how to install plugins.

The obvious first choice is the default download mechanism. Just tell users 
how to adjust their browser settings to always ask about saving, and then 
they can be off and running. This is the only method that works out-of-the 
box everywhere without any additional plugins, software, executables, or 
specialized browsers.

THEN, after the user is hooked, and wants a simpler, more powerful way to 
save, they can come back and explore other options.

Once again, saving is a difficult problem with difficult choices.

Changing a name, not so much.
