I'm currently doing line-merging at generation time and one downside to
pre-merged lines is that the exact merging differs for each zoom.
e.g. if the roads have an access property shown on z14 but not z13 you'll
ignore access when deciding what lines to merge on z13 but can't do that on
z14. I might also do two mergings from the same table for different layers,
e.g. a roads layer with names and one without names. The merging strategy can
also depend on the tags of the group of the ways. If they have a oneway tag I
need `ST_LineMerge(amultilinestring, true)` for a direction-preserving merge
but if they don't I can ignore direction to allow merging.
