For this PR it doesn't matter that in some cases it might make more sense to
merge when using the data instead of merging on update. And it doesn't matter
if you need different strategies for different zoom levels or so. All that
matters is whether this is a useful addition to the osm2pgsql toolbox for some
use cases and whether it is the best implementation we can come up with.

This PR started out with a C++ implementation, but there was some discussion
that it can be done with SQL only as the current form of the PR shows. So this
is something that doesn't really need C++ support. @hiddewie: you could try
adapting the example code in this PR for your use case and report back. That
would help us get some more views on how well this works in different use cases.

There are basically two ways forward as I see it:
1. We don't change osm2pgsql at all. Just add some documentation/examples in
the line of what's in this PR. This is certainly the easiest from an osm2pgsql
developer view. But it is difficult to use and understand and adapt for users
of osm2pgsql, so probably not many people will understand it and adapt it for
their use.
2. We add this to osm2pgsql in some way that makes it easier to use. This could
either happen in C++ as it was originally done or maybe in Themepark Lua code
or some other way.

If we go with (1) we still have the option (2) for later on. This would allow
us to get some more experience from other people using the code finding
possible problems or corner cases and so on allowing us to incrementally
improve that code and make it more general before hard-coding it into osm2pgsql.
