Hm, why is it a problem if the exact merging differs across zoom levels? What
is the nature of the downside?
If it is a problem, I would suggest to include all columns at all zoom levels.
So, linemerge considers access even at Z13 even though that doesn't affect
rendering (yet).
For the oneway arrows, the approach we discussed in
https://github.com/openstreetmap-carto/openstreetmap-carto/issues/951 was just
to not linemerge the oneway arrows at all, but you are correct you can just set
it to be directed.
