Hi That sounds like a more rational supply current, still a bit high, but not crazy high.
I've never traced out the second port. I've been happy just playing with the front panel port. And :SYST:COMM:SER1:BAUD? yields +9600 so it knows about port 1. Why? It *should* be happy on anything from about 20 to 60 volts. I run mine on 28 volts. Last time I looked it was pulling well under an amp. How much under - don't remember. The "kit" version from China comes with a 24V 2.x A supply. As with any OCXO, the power drops quite a bit after warm up.
