The ntpd selection algorithm will not automatically trust a guy reporting himself as stratum 1. It has to go through the peer selection process first. If a stratum 1 has high latency, large jitter, or is an outlier relative to a bunch of stratum 2's, it will not be selected. But if it's not an outlier, and has jitter and latency comparable to stratum 2's, and so is selected, it'll be the chosen peer. I know this because I have several stratum 1 servers in my basement connected to really good refclocks, all behind a really narrow high latency network pipe :-(.
