Hello,

Stratum is part of the selection algorithm. NTP will choose the lowest
stratum servers available, provided they have not been declared false
tickers (tally code 'x') or discarded from the combining algorithm (tally
code '-'), among other things. Details are in the RFC.

In your case, the second stratum two server in your billboard has been
discarded (tagged with a '-') probably because its offset is unusual
compared to the other available servers (-8.777 msec). The stratum three was
most likely chosen because it has the lowest offset and network delay
currently available, although there are other factors considered in the
selection process.
