Around game music, midi community seems still 
be active.
# As in Nijinone(虹の音)-san.

Some good game music seems outside JASRAC (they 
do not delegate their copyright management to 
JASRAC), and those who loves them seems making
their arranged/ear-copyed(?) midi/mp3.
# Wiki page of JASRAC may help your understanding.

I've found a guy making midi with TiMidity++.
# try "timidi ririka_sos" with Web search engine.

He (or She) seems opening his (or her) midi and/or mp3
playback to Nijinone(虹の音)-san, MFW(Music FreeWay), Players-
Oukoku(プレイヤーズ王国, by Yamaha).

He (or She) seems to asking if GS master tuning exclusive 
will be implemented on TiMidity++.

His (or Her) web shows that he (or she) uses timw32g
(tm040516) for GS delay.

I love to listen his (or her) pieces.
