working baseline intact, and keeping _the_ working kernel while new (optional)

Has anyone volunteered his own time, or offered to pay a programmer, to implement C11 in tcc? I don't think so...

I'm working independently, developing a Cmake tcc build system (Cmake being C++ won't help you), building a better bug-tracking system, and considering what compiler features or bugs may interest me.
