The quality certification IS a functional AND technical test. It's more than 2 
days full time analysis on a module.  It has nothing to do with open source or 
not. It's just an optional service we provide for a fee. We require the 
certification on modules to be used in the Odoo offer because we need to be 
sure modules are scalable, bugfree, migrate automatically, ... if we sell them 
to customers.

Just compare the quality of the modules that are certified (addons) and those 
that are not certified (addons-extra). You should quickly understand why 
quality certification and guarantees on maintenance is important.

The great thing with the certification is that the community will benefit for 
it: once a customer develops a new module, he can pay a small fee and we will 
maintain and clean the code so that the others customers or community can rely 
on it. It's also a guarantee for the future which is good because we all want a 
clean product.

Nobody has to pay for the quality certification process. It's just an optional 
service. You are free to download, improve and maintain all modules yourself. 
If you want that Tiny does it for you (on your own modules), then we ask a fee 
for this.
