I think I could live with procure and procurement, if changing it would be too 
much trouble (I can imagine it is, being such a key concept). It is only a 
little awkward. Look at the definitions on www.dictionary.com:

Procure
–verb (used with object)
1.      to obtain or get by care, effort, or the use of special means: to 
procure evidence.
2.      to bring about, esp. by unscrupulous and indirect means: to procure 
secret documents.
3.      to obtain (a person) for the purpose of prostitution.
–verb (used without object)
4.      to act as a procurer or pimp.

and then compare that with Requisition:

–noun
1.      the act of requiring or demanding.
2.      a demand made.
3.      an authoritative or formal demand for something to be done, given, 
supplied, etc.: The general issued a requisition to the townspeople for eight 
trucks.
4.      a written request or order for something, as supplies.
5.      the form on which such an order is drawn up.
6.      the state of being required for use or called into service: to put 
something in requisition.
7.      a requirement or essential condition.
–verb (used with object)
8.      to require or take for use; press into service.
9.      to demand or take, as by authority, for military purposes, public 
needs, etc.: to requisition supplies. 

I would think requisition more appropriate if you had to choose from the two. 
But perhaps better terms can be suggested: Require-Requirement or Demand?  The 
vocabulary should in general align with international practice. That would 
contribute a lot to easier and wider adoption. 

As to using Requisition (in the verb form)  adding to the confusion, you are 
probably right (definition 8 might apply though). One could use "Make 
Requisitions".
Anyhow, I think we can assume that users have access to a dictionary. But when 
they consult the dictionary it should preferably be unambiguous what the term 
used signifies. 

Yes, order fulfillment (approach or strategy) is much better than procure 
method. Thanks for adding it to the list.
