Well, I know the situation in Germany a bit. There it (was?) neccesary to (at 
least provide the possiblity to) sign a invoice. ( last thing I heard that EU 
might kill the "must", as a "normal printed, non-electronic" document has here 
also no requirement for a written signature; 
Also, it was neccesary to use a "prooved" signature (based on trust-centers, 
chip-card solutions ), not just "some hand-made" GPG signature. 

For inter-company bussinies, GPG might be a additional layer of security. 
(even if I think that the pdf allone makes low sense, a electronic-equivalent 
(ebXML ? ) might be very usefull too. (create on customer-side based on that a 
in-invoice ))
