I don't believe that's correct. It has been a long time since I setup a Series1, but I know the S2 and S3 units I've set up more recently check account status before you get to the part where you setup your provider. I don't believe it will ask you for a provider or lineup - it will *NOT* provide a guide without a sub, and you only need those for the guide, so I don't know why it would.
