Spamassasin is available for anyone to use, even spammers for testing purposes. With Spamassasins popularity spammers began to use it to see what scores low. That is why I started using TMDA, because Spamassasin became less effective.
Spamassasin looks at patterns, it sort of reads emails and assigns numbers to certain thing in the email. The concept itself is flawed and the end result is spammers using it to there advantage. In your case it helps spammers even further because you are not challenging low scores. I run Spamassasin for tagging only and do not use it to allow a bypass to TMDA. Spamassasin, in my case, is only for people that do not wish to use TMDA. My suggestion, challenge/whitelist everything. By giving spammers the ability to avoid TMDA you are opening a door.
