Have you tried just running ./configure without any arguments and going through the interactive setup? (Probably good idea to move your 'config.ini' aside before doing this to make it guess all the defaults again). Sometimes essential settings are missed by just using the commandline configure.

In other words, please try running ./configure with no options, and answer all the questions interactively.

If this doesn't fix things, please let me know:
- Where on your system (full path) is the tmda-cgi source
- Where on your system (full path) is the tmda source (especially the TMDA/Defaults.py file)
- Are these paths available for read by regular users?


It really looks (by the traceback you posted earlier) like tmda-cgi either doesn't know the proper location of TMDA/Defaults.py or it (running as the webserver user) does not have read-access to this directory or file.
