Hmm. Looking at Session.py from an older TMDA-CGI release (so hopefully what I say is still applicable...) the only call that Session.py makes to RunTask is to call your vlookup script.
So, I'm assuming you're running virtual domains, and hence you told the TMDA-CGI script the name of a script to execute that provides virtual domain information. I'd guess that the user ID the CGI script runs as (root!) doesn't have execute permission to the vlookup script. Perhaps it doesn't exist, or doesn't have the x bit in the permissions?
