I think for the most part, it is the zoning of the borough, township,
county that is lived in. We live in a rural area in PA and it is a
zoning regulation that we can not have any "junked" vehicles sitting,
uncovered. It is considered "junked" if it is not licensed, insured and
inspected. I know it may be a pain, but check to see if it would be
"legal" if you had it covered up...... Sometimes if it just has a cover
on it, it is legal.

I live in MAINE, on a little farm.

My 1966 Volvo sedan has been sitting out back, the other side of the
fallen down tractor-barn, ten feet from my three car garage and ten feet
from the county road.  It's been sitting there for about ten years,
except for the summer my son needed a car and had no money to buy a
newer vehicle. It hasn't been insured for four years

No one has told me to remove the plates, or to register it, or to insure
it.

I'm glad I live in Maine!!
