I think for the most part, it is the zoning of the borough, township, county that is lived in. We live in a rural area in PA and it is a zoning regulation that we can not have any "junked" vehicles sitting, uncovered. It is considered "junked" if it is not licensed, insured and inspected. I know it may be a pain, but check to see if it would be "legal" if you had it covered up...... Sometimes if it just has a cover on it, it is legal.
