Tomcat was unable to perform the redirect correctly. I created a second HTTPS connector to see if there was a "fallback" happening. The two connectors were configured to listen on port 443 and 8443. The HTTP connector port value was 80. This worked successfully. When the HTTP connector was listening on port 8080, none of the redirection configurations functioned properly. These symptoms seem to suggest that Tomcat is attempting to redirect to the redirectPort initially, but later falls back on the default SSL port (443).
