Have you considered using Wix (http://wix.sourceforge.net) to author the 
MSI installers. It is free and open source. It is xml based. Pretty easy 
to author.

TortoiseSvn uses v2.0x (last I checked) and Subversion has a windows 
installer using v3.0x checked into trunk.
