It works fine with tortoise

Only when I set 'confirm add unknown files" and "confirm delete files" to 
False, 

1 - it does not add/remove files automatically
2 - it adds the content of that linked folder when usualy it does not

If you got windows 7 just give it a try

Create a rep, add a symlink to another rep in it (mklink /j repb path_to_repb)
Do a commit, tortoise will not show any file
Check these options (restart the computer cos otherwise they don't take effect)
Do a commit, tortoise will display all files from repb in pink

In that case, these symlinks are handled as normal files or directories because 
Python 2 (and therefore Mercurial) don't know NTFS symlinks.

So, there are no safety net for symlinks on Windows. If B/.hg directory were 
temporarily or permanently lost due to unknown reason, files under that symlink 
would suddenly become working-copy files of A.
