Dumb question, but you indicated the Touch has a static address, but I'm not sure what you mean by "in the router". Static addresses are set in the device in question. What happens when you set the static address in the Touch itself? Does it not stick?
Also keep in mind that electronics, when they fail, often do so very quickly after first installation. They have just enough oomph to make it past the factory quality control check, but then fail very quickly after the customer begins using their device. This isn't real common, but does happen. Don't forget to call Logitech support.
