You can remove the dbus service files from /etc/xdg/autostart.

There is https://bugzilla.gnome.org/show_bug.cgi?id=786132 trying to
cover all conditions that might lead to this misbehavior. Feel free to
chime in there, it would be great that you provided the output of
"tracker info ~/Downloads" so that I have a better understanding of
why does this happen to you.
