Because series are about stability, they just have to receive bugfix.
A translation could never be a bug as it doesn't prevent the software to
run.
Also how will be managed a change in the english strings?
What if the user doesn't update the database but a change in the string
was done?
This brings too much complexity to be able to keep the stability.

Ok, users want always more.
And why not also accept API changes, new features and new development?
That's also what users want.
