I personally use emacs, but I also use Eclipse a good deal with the PyDev plugin. While I never got too into customizing eclipse for turbogears, it is possible to add features like starting a project server and debugging the python while the server is running. For example, there is also a Rails editor that creates projects and everything with eclipse.

With that said, emacs rulez ;)
