Absent explicit specification otherwise, I would assume,
"the definition of midnight on the date of the storm in
in effect when the contract was negotiated."  But will
that information be available to a future lawsuit.

Some states have constitutional limits on the duration
of a legislative term.  Approaching that limit, the Speaker
directs the sergeant-at-arms to stop the clock.  Doesn't
Article 1 give the US Congress control of Weighs and
Measures.  Has a dispute ever arisen?
