I believe it was installed by default. During the upgrade, I noticed the installer spent a lot of time working with a lot of different language packs. If I'm not mistaken, a CD install of Ubuntu usually deletes those language packs.
I did not do the updates first. I thought it would save time, since I'd be downloading almost all the same packages again for the upgrade. If that's not supported, maybe the update manager should require all updates to be done first.
