I know you have asked this of a specific individual, but in case he isn't available I'll answer it anyway. It is fine to file bugs on the ubuntu-translations project where the bug is about translations not having been completed. If you open such bugs on packages but the package is not responsible for the absence of the translation, they are likely to be rejected, because those working on the package have no ability to fix the bug and there is nothing wrong with the package. That's certainly the approach we use in ubuntu-docs.
