I understand the concern. We're stuck between a rock and a hard place as mentioned in comment #18:
We want to keep those drivers out of the initrd because they've become bloated, but also because they take so long (up to 10 seconds) to load that they're not helpful to Plymouth wanting to display boot graphics very early.
