Yes, the language pack is used for *most* strings. However, the strings read from /usr/share/update-manager/channels/Ubuntu.info by DistInfo.py are not translated. DistInfo.py is using gettext to translate them, but is somehow looking in the wrong place. The stat64s in my strace are from when DistInfo.py is trying to translate the strings.
