This is some info about preparing for a new language in Ubuntu: https://wiki.ubuntu.com/Translations/KnowledgeBase/StartingTeam There does not seem to exist a bi_VU.UTF-8 locale, so it would have to be created. As others have said, translating Ubuntu into a new language is a huge project.
