Initially the inclusion of the extra fonts within the graphics meta was just where we ought to probably put it. I do see the benefit of moving it (possibly organizing it at the same time somehow) to a more optional installation process.
That being said, I'm fairly confident that adding 2500 more fonts on top of the font meta could cause some slowdown for many programs.
