Sorry,

My email was not very clear.

What I want to do is open a uDig project and then a specific uDig map
(with all its associated layers setup set).

For example, I tried calling uDig with the path to a .umap file, and
hoped it would open the correct project and uDig map for me, but I just
got the dialog to pick a data source.

Is this possible. Or is it possible for me to make it happen with a
plugin?

If a parameter is a url or a path to a shapefile a map will be opened 
containing that map.  Also if you are on windows and you drag and drop a

url or a shapefile on the icon it should startup and open a map 
displaying that resource.
