I believe I am using the Java JRE included in the distribution - looking at the java.home entry under configuration details inside uDig shows the location of the JRE nested inside the uDig directory.

If a different java is being used the Image IO plugin might not be used which could cause your error. I assume that you are on a normal x86 linux box?
