Not good, your ueagle-atm firmware directory seems to be ok,
so may by some hardware is bad,
form /usr/src/linux/Documentation/usb/error-codes.txt:
"(*) Error codes like -EPROTO, -EILSEQ and -EOVERFLOW normally indicate
hardware problems such as bad devices (including firmware) or cables."
You should determine is modem or usb host problem:
- do you use other usb devices (?), connect only modem to usb bus
- connect modem to different usb hub-port (already you use 2-2)
- test modem on other computer (any linux, windows box)

usb_firmware - add extra usb pipes for sending/receiving
atm cells and for download DSP, CMV.
Prefirmware modem have only functionality
to download firmware. Must be download
every time power disappear
DSP - Digital Signal Processing - modem need to knows
how to get binary signal form analog signal.
Different DSP file are for ISDN and POTS.
CMV - Configuration and Management Variables options
for ADSL connection, different ISP may need different
options.
