I always thought the data centre did provide them. The reason for fitting blanking plates is to keep the cold aisle cold and make the hot aisle hot. That increases the delta T across the cooling coils and thereby increases the efficiency of the cooling plant. So the winner is the data centre, who gets lower electricity bills. The customer doesn't see or pay the cooling electricity costs, so doesn't really care. All the benefit goes to the data centre, so the data centre should both provide them and insist they get fitted. If the customer takes them out to make his life easier for fitting kit or running cables, a good data centre will put them back (although if the customer keeps doing that, he might get a bill).
