I looked through a few of those you listed, and they all seemed to prohibit any duplication beyond a small group of people, so even intra- university sharing would be unlicensed ... and I'd worry about the university being forced to turn the mirror into the next terphub. Would it be of any use to keep, instead, a list of the places to find this software? Maybe we could have a page with links to actual package files, listed by OS/arch.

... Anyone up for building/maintaining deb/rpm/ebuild/etc. repository definitions (i.e., someone sets a package manager to check http://our.mirror.domain/linuxmisc/ebuild/i386/ and then runs "emerge acroread", but the binary comes from a 3rd- party server) ?

thats awesome! maybe for Debian the best to get would be lenny...

OK, I got all of Lenny for x86 (20GB). I have no idea where to start with other machine targets -- adding amd64, for example, would take another 8GB. Here's a small, unreliable sample of on-campus Fedora machines:

 46 i386
 13 x86_64
