Seriously, it seems that the HANDICAPPED / DISABLED/ WHEELCHAIR SIGN may be copyright in some countries.

I do not think that it is in anyone's interests to dig into this. The WHEELCHAIR SYMBOL has many glyph variants by now, and is certainly worth encoding in the Unicode Standard.
