Yes it's possible to use other sets of symbols to indicate rating, but when it comes to such use of symbols Unicode would not encode the "semantic" of "rating" but that of "star". The deeper semantic is one of convention. Not unlike the question whether "y" is a vowel or a consonant ("yo-yo"), which is a matter of convention between writer and reader.
