No, like P- Baehr says, stars (5-tier, or 9 with half-stars) would be just one 
option for font designers, but they could also use other symbols, which may 
work better with 2 levels (e.g. lowest, highest), 3 (add medium), 4 (lowest, 
low, high, highest) etc.
