Just to throw another interpretation of the stats into the mix...
 
Perhaps only 10% of the housing units in the area are owner occupied but what percentage of the acutal houses or buildings in the area are owner occupied? 
 
If there are an avarage of 5 housing units in every rental house or building (and it's probably higher) that would make almost 36% of the buildings in the area owner occupied.

It is counted as three units. Three households, if you will.
 
The vast majority of the population of University City is formed of renters. The nature of the local housing stock and the local housing market both guarantee that this fact cannot change, not for a lifetime at least. This may be the factor that most strikingly differentiates our neighborhood from most other parts of Philadelphia, a city that has long been known for its high proportion of owner-occupied housing.
 
So while it is possible for homeowners around here to be worthier than renters or more powerful than renters or more desirable than renters or more loyal to the area than renters, it is impossible for us to be *representative* of this community. We are an inherently unrepresentative minority.
