These numbers may be misleading. Let's say we have 4 rowhouses, one of which is undivided and owner-occupied by a single family. The other 3 houses have each been divided into 3 rental units, for a total of 9 rental units. In this example, we have 10 "housing units", 9 of which (90%) are renter-occupied, and 1 of which (10%) is owner-occupied. However, 25% of the actual HOUSES or PROPERTIES in this example are owner-occupied, not the 10% that would be suggested when looking at "housing units". John The Census is not necessarily misleading (depends who you ask), it just does not provide all the information you want. The Census is about people, not property, that's what we have the Planning Commission and L&I. And, BTW, you are confusing housing units with buildings, not the same. For instance, all you can get from the Census is that in Census Tract 87 there are many more renters than there are owner-ocupants. You also learn that most renters are young,15-34 years of age while owners are pretty much evenly divided between 25-74 years of age.
