Hmm.. That's a new perspective. So what does it mean for who'll be in the catchment area, i.e., what kind of kids go to the Penn-assisted school, 5-10 years after Historic Designation goes through?

Maybe it's not social engineering (deliberate coordinated efforts to achieve a pre-determined outcome) but at minimum it's a massive social experiment. Who can guess the results?

The term "over-determined" comes to mind, meaning when multiple factors come to bear, with compounded effects, so it becomes hard to say that the outcome is a result of one factor or another.
